Richard De La Mare

Professional Overview

Richard de la Mare is a Vice President based in Riyadh, Saudi Arabia. He joined Parsons in 2020 to oversee the Program Management Office for the development of King Salman Park, a $19 billion mixed-use project in central Riyadh. Spanning 17 million square meters, it includes cultural assets, residential and commercial developments, and the world’s largest manmade urban park.
Richard brings extensive experience from a decade at Halliburton, where he held various leadership roles in the real estate department, culminating as Global Director of Design and Construction. He was instrumental in developing and delivering Halliburton’s global facility portfolio.
With a background in architecture, Richard spent a decade at Gensler and is a member of the Architects Registration Board and the Royal Institute of British Architects. Throughout his career, he has successfully led project teams in delivering large and complex hospitality, residential, and commercial projects worldwide.

Education

Richard holds a Bachelor of Arts in Architecture from Kingston University, London, UK. He is also certified by Texas A&M University in the President’s Leadership Executive Program (PLEP) and Leadership Development Programs I and III.

Additional Information

Richard is a Registered Architect by the Architects Registration Board (ARB) of the Royal Institute of British Architects (RIBA) since 2001.

Ali Hussain Hadadi

Ali Hussain Hadadi is a distinguished senior executive currently serving as the General Manager of Special Projects Planning and National Priority Projects at the Expenditure & Project Efficiency Authority (EXPRO). In this role, he leads strategic initiatives aimed at strengthening project governance, enhancing operational efficiency, and supporting sustainable development in alignment with Saudi Arabia’s Vision 2030.

He brings extensive expertise in managing major projects, planning and executing priority initiatives, and developing operational frameworks to ensure high-quality delivery and compliance with national standards.

His previous experience in both the public and private sectors, including roles at the Ministry of Municipal and Rural Affairs and Housing and the Saudi Electricity Company, has equipped him with a comprehensive vision that bridges operational excellence with strategic project management.

Ali is known for his strong capabilities in strategic planning, stakeholder management, and delivering practical solutions that drive project sustainability and achieve national impact.

 

 

Abdulaziz AlMubarak

Abdulaziz Omar Almubarak is a seasoned executive in the digital infrastructure and renewable energy sectors, currently serving as Vice President and Head of Business Development for Saudi Arabia at DataVolt, a next-generation data center developer. With nearly 15 years of experience, Abdulaziz has led high-impact initiatives across clean energy, hyperscale infrastructure, and sustainable development.

At DataVolt, Abdulaziz is responsible for spearheading business development activities in Saudi Arabia, including government relations, land acquisition, project origination, and customer engagement. He plays a central role in positioning DataVolt as a leading hyperscale data center platform by aligning infrastructure development with the Kingdom’s sustainability and digital transformation goals.

Previously, Abdulaziz was the Managing Director and Country Manager of Masdar in Saudi Arabia, where he was instrumental in driving the company’s renewable energy investments and strategy in alignment with Vision 2030. Under his leadership, Masdar significantly expanded its footprint in the Kingdom and built strategic alliances with key public and private sector stakeholders.

He has worked across more than seven countries, delivering complex infrastructure projects and integrated utilities. Abdulaziz is recognized for his ability to navigate regulatory landscapes, lead high-level negotiations, and develop long-term partnerships that enable scalable and sustainable growth.

Dale Sinclair

Described as a pragmatic futurist, Dale is driven to transform project delivery through innovative use of digital technologies and offsite manufacturing, collaborating with clients and contractors to harness the advantages of new manufacturing methods through kit-of-parts approaches. By integrating artificial intelligence into interdisciplinary workflows, he aims to revolutionise the approach to design complexity and future challenges including net zero. His global team is actively engaged in delivering cutting-edge projects. Dale is involved in many forums, helping stimulate and drive change in the built environment industry and he regularly talks at round table events, gives keynote addresses and publishes industry guidance.

Fatemeh Hosseini

Fatemeh is a Senior Architect at Populous with a passion for designing world-class sports environments that inspire both athletes and communities. With over a decade of international experience, she has contributed to the design and delivery of iconic sports venues across the UK, the Middle East and Latin America.

Her portfolio includes high-profile projects such as Everton FC’s new waterfront stadium, the Education City Stadium for the FIFA World Cup Qatar 2022, and the FINA-standard Aquatics Centre for the Lima 2019 Pan American Games. She is currently the in-country design manager for King Salman Stadium in Riyadh – the proposed venue for the 2034 FIFA World Cup Final.

Eng. Hisham Alageel

Eng. Hisham is a general manager specialized in project implementation, with over 16 years of extensive experience managing complex projects from planning to execution. He brings strong capabilities in planning, budgeting, and team leadership, with a commitment to achieving high standards of quality and compliance. His career includes leadership roles at EXPRO and Al Salam Aerospace Industries, where he managed strategic initiatives such as the F-15S to F-15SA conversion for the Royal Saudi Air Force.

Hassan Hamdan

Hassan Hamdan is a Managing Director with Alvarez & Marsal Infrastructure & Capital Projects in Boston. He leads the Power and Renewables practice, focusing primarily on renewable generation, clean fuels, power transmission and distribution, integrated energy systems and industrial decarbonization.

With over 15 years of global experience in the energy sector, Mr. Hamdan has worked on a range of energy projects, including onshore and offshore renewables, high-voltage AC and DC transmission infrastructure, power systems planning, green fuels, industrial decarbonization and decentralized energy resources. He has led and delivered services focused on project origination, strategic planning, conceptualization, feasibility, and detailed engineering. Mr. Hamdan has also provided advisory services related to project economics, agreements, risk and valuation, and technical transaction advisory for asset portfolios.

Mr. Hamdan has advised a wide range of clients, including utilities, government agencies, private developers, EPC contractors, private equity, commercial banks, export credit agencies, and pension funds. He  has contributed to early-stage development, strategic planning and engineering of HVDC transmission interconnectors in the US and globally, multiple 1+ GW offshore wind projects in the U.S., the development of a 3 GW portfolio of battery energy storage projects across the U.S., FERC1000 transmission development and solicitations, a decarbonization roadmap for a major U.S. steam production utility, wind energy-driven green hydrogen and LNG-to-Power projects in the UAE, Brazil, Panama, Chile, and Vietnam.

Mr. Hamdan’s notable advisory engagements include the divestiture of GE Capital’s equity portfolio, tax equity due diligence for offshore wind, privatization of Eletrobras, the distressed Abengoa generation assets in Mexico, foreign currency international financing for YPF’s generation fleet in Argentina, Mitsui divestiture of generation assets in Mexico and Repsol Renovables’ stake acquisition.

Prior to joining A&M, Mr. Hamdan spent 15 years with global engineering consulting firms, holding senior roles focused on strategic growth and client services within the energy sector.

Mr. Hamdan earned a bachelor’s degree in electrical engineering, a master’s degree in computer engineering and an MBA. He is also a certified Sustainability Professional and Renewable Energy Professional.

 

Angelo Carella

Angelo Carella is a Managing Director with Alvarez & Marsal Strategy and Performance Improvement in Riyadh. With more than 18 years of experience, he specializes in strategy, value creation, pre-deal due diligence and post-deal integration, transformation, turnaround, and interim management.

Mr. Carella has worked across more than 20 countries in Europe, the Americas, and IMEA, with clients in industries such as oil and gas (upstream and midstream), utilities, infrastructure, aviation, manufacturing, services, and media and entertainment.

Before joining A&M, Mr. Carella worked in strategy consulting at Oliver Wyman and Strategy& in Europe and the Middle East. He also held managerial positions in strategy and finance with Eni.

Mr. Carella earned a master’s degree (cum laude) in business administration from the University of Bologna and completed the General Management Program at Harvard Business School. He is a Chartered Accountant in Italy. He is fluent in Italian, English, and Spanish.
